Jean H. Wagner
President and Chief Executive Officer

Jean is the Founder and President & CEO of WRI in Gaithersburg, MD. She has over 18 years of professional experience in the areas of Contract Management, Negotiations and Administration for both the Federal Government and Commercial Clients.

Prior to founding WRI, Jean served as the Associate Counsel and later the Contracts Manager for Digicon Corporation. She merged these two areas of practice as the Legal and Contracts Manager for A&T Systems, Inc., a government contracting firm, responsible for proposal preparation, program management, and contract management, administration and negotiation of over 30 major federal government contracts and over 100 subcontracts and consultant agreements including GSA MOBIS, GSA STARS, GSA Connections, FAA BITS I/II and NITAAC ECSII/III. In addition, Jean served on the Board of Directors of a successful “start up” business, Everest Technologies, Inc., and has extensive experience in vital corporate transactions from incorporation, corporate organization and management, business development, international investments, and marketing.

Jean received a BA in English and BA in Women's Studies from the University of Maryland, and holds a Juris Doctor from the Dickinson School of Law at Pennsylvania State University.

Randolph J. Wagner, PMP 
Chief Financial Officer

Randolph has over 16 years of experience managing, analyzing, and designing successful projects across multiple disciplines. His diverse expertise contributes in the areas of organizational management, business process re-engineering, acquisition management, program management, and budget estimation and analysis. Randolph provided Program Management support to federal agencies in the areas of financial analysis and development of fiscal programs for fiscal spending while working on behalf of Bridge Technology Corporation, and later Northrop Grumman IT/TASC.

Randolph received his BA in Mathematics at the United States Military Academy - West Point and subsequently served in the United States Army as Armor officer and a Finance Officer.

Randolph recently received his MBA in Management from the Martin J. Whitman School of Management at Syracuse University and PMP Certification from the Program Management Institute in May 2005.

John Booton, PMP 
VP of Federal Services

John has 24 years of Project Management experience managing multi-million dollar projects with proven experience in program management. He led IT efforts in full-lifecycle development of current and new businesses within the Federal Market. John developed and engaged existing labor contracts for further growth, including recruiting staff to fulfill requirements of stakeholder forecasts and P&L management. He targeted Federal Government agency solutions to meet technical, administrative, and operational needs. John has also completed customer requests for bids and proposals as well as worked to exceed minimum requirements for managed activities and revenue goals.

John received a BS in Industrial and Systems Engineering from Virginia Tech. He received his PMP certification from the Project Management Institute in July 2005.
