Business Development Manager - 062005-01-WRI-01

WRI is seeking a Business Development Manager to work as a full-time employee. Candidate will be responsible for developing and identifying federal government business opportunities that meet and/or exceeds revenue and operating expectations for WRI in the areas of WRI core competencies. Responsible for the development and maintenance of capture strategy, bid planning through proposal development, submission and award. Must be able to maintain ongoing contact with business associates within the government and private sector. Responsible for developing market research strategies to identify and capture new business opportunities, pursue leads and respond to customer inquiries.

Must have 10 or more years of Business Development experience working in the government and private sector. Ability to work independently and as a team player, communicating with various personnel is a must. Must possess excellent written and oral skills. Bachelor's degree is required, MBA preferred. Top Secret level security clearance or the ability to obtain one is a must.

Contracts Specialist - 010305-01-RES-01

WRI is seeking a Contracts Specialist to prepare contracts and modifications; research and provide government contract analysis; and interact with both commercial and federal contracting personnel to facilitate and ensure successful implementation of all awarded contracts. Responsible for supporting the execution of all phases of the contracting lifecycle from pre-award to contract closeout. Must be able to provide input to and/or review business opportunities (RFPs, RFIs, RFQs), and determine viability as applicable to core business functions. Must be able to review proposed contract and subcontract terms, conditions, and pricing; and assist in conducting project/program kick off meetings upon successful award.

Responsible for all subcontract administration activities including, but not limited to assigning project numbers, tracking and reporting on contract funding status, filing original documents, and assisting personnel as needed. Ability to work independently and as a team member, communicating with various departmental personnel, is a must. There is a significant potential for growth in this position with management ability interaction.

Must have three to five years experience working in federal/ state/local government contracting, specifically subcontracts, FAR/DFAR, GSA Schedule 70. Must have a Bachelor's degree. A Master's degree or certification in a contracts-related area of expertise (CPCM, CFCM) is preferred, but not required. Working knowledge of DELTEK required. Secret level security clearance preferred, but not required.

Wagner Resources, Inc. is seeking a qualified individual to fill a Part-Time Controller position in the Reston, VA area. Candidate will be responsible for the development and maintenance of companies' accounting principles, procedures, and initiatives. Must be able to complete ledger accounts and financial statements. Responsible for performing a variety of tasks including but not limited to billing, A/P, A/R, posting subsidiary ledgers, and reconciliations.

A BS degree in a relevant field is required, a MBA or CPA advanced degree or certification is preferred. Ideal candidate must have the ability to work directly with Executive Management by communicating Finance/Accounting reports, updates, and statements. Must have excellent organization and time management skills with ability to shift priorities as needed. Senior .NET Developer - 042605-01-WDC-01

Wagner Resources, Inc. is currently seeking a qualified individual to fill a Senior .NET Developer position in the Gaithersburg, MD area. Candidate show an expertise in the use of the Visual Studio .NET toolset, configuration of the .NET framework, developing and deploying web services, configuring and assessing Internet Information Server (IIS), and developing and writing applications design and configuration documents at a proficient level. Must have the ability to demonstrate practical experience writing .NET solutions in C#, Visual Basic, ASP.NET, XML, XSL and C++. C# can be substituted for C++, if no C++ experience. Experience with BizTalk 2004 is desirable. Candidate should be knowledgeable in working within a structured software development life cycle, and be aware of the project management process. Software Analyst - 051805-02-WDC-01

WRI is seeking a qualified individual who will fill a Software Analyst position in the Washington, DC area. Candidate will participate in the analysis of client business processes and functional requirements and in the preparation of appropriate documentation to communicate and validate the information. Candidate will also be responsible for providing support to end users of different government agencies. The support can vary from answering user questions to identifying, troubleshooting, reproducing, documenting and bringing problems to complete resolution. The individual in this position will need to focus on quickly developing an advanced knowledge of the business processes. Must be able to independently initiate, identify, research, investigate, analyze, define and document problems. This may include use of SQL query tools. Candidate will maintain issue logs, track/follow up on problems, act as a resource in understanding how IT systems carry out business functions, and evaluate alternative operational efficiencies. Candidate will provide product expertise to client groups, deliver presentations, demonstrations and training for application systems. Must be able to resolves issues related to an application and escalates as needed. Candidate will execute test plans with use of automated and non-automated test tools and scripts in support of software changes and rollout, assist with the design and implementation of training programs for clients of new and enhanced application, provide knowledge transfer and feedback as appropriate, and assist team with creation of and updates to User Guides and training materials.

Must have two or moreyears of relevant work experience. Ability to perform complex and varied level work where analysis of situations or data requires an in-depth evaluation of various factors is a must. Must have the ability to understand and identify differences in similar processes that are driven by varying external client business rules and advanced interpersonal, business communication, and writing skills. Must be proficient in all Microsoft applications, MS Word, Excel, PowerPoint, and FrontPage (Sharepoint is a plus). Knowledge of database concepts, Microsoft SQL Query, and Query Analyzer is a must. Must be customer-focused and have complex thinking, analysis, and decision-making skills. Experienced with troubleshooting and problem solving.
